PDF files are not downloaded while using Chrome.
It seems like this is a Chrome settings issue, where if you use the Chrome PDF viewer instead of Acrobat PDF viewer, you may experience various issues related to PDF view & / or download.
Please follow the steps below and please confirm if this addresses your issue
1) In Chrome address bar, type chrome://plugins
2) Disable Chrome PDF Viewer (marked in second red box from top)
3) Enable Acrobat Reader (marked in the third red box from top)
